US import duty and customs fee calculator

Enter the customs value and your HTS duty rate. The calculator adds the Merchandise Processing Fee with this fiscal year’s minimum and maximum, and the Harbor Maintenance Fee for ocean cargo, and shows the arithmetic.

Last updated By the Linbis team

On a formal US entry you pay the duty at your HTS rate, the Merchandise Processing Fee at 0.3464 percent of the customs value with a minimum of $34.58 and a maximum of $670.86, and, for ocean cargo, the Harbor Maintenance Fee at 0.125 percent. The two limits are the fiscal year 2027 figures, which apply from 1 October 2026. Enter the value and your rate below and the calculator shows each line and how it was reached.

The calculator

You supply the customs value and the rates for your goods. The fees are fixed by regulation, so the calculator supplies those.

The price paid for the goods. International freight and insurance are generally left out.

The General or Special rate for your tariff line. Enter 0 if the goods are free of duty. Find the rate in the HTS lookup.

Section 301, Section 232 or other Chapter 99 duties that apply to your goods.

For rates charged per kilogram or per unit: work out the amount and enter it here.

Informal entry is for shipments not exceeding $2,500 in value, with exceptions.

Enter the customs value to see the breakdown.

The formula

Four charges, each with its own basis. Only the first two depend on what the goods are.

ChargeRateLimits, fiscal year 2027Where it comes from
DutyYour HTS rate, on the customs valueNoneHarmonized Tariff Schedule of the United States
Additional tariffsWhatever Chapter 99 adds for your product and originNoneHTS Chapter 99 and its notes
Merchandise Processing Fee, formal entry0.3464% of the customs valueMinimum $34.58, maximum $670.86 per entry19 CFR 24.23; 91 FR 48398
Merchandise Processing Fee, informal entryA fixed fee$2.77 automated, $8.30 manual, $12.45 prepared by CBP19 CFR 24.23; 91 FR 48398
Harbor Maintenance Fee0.125% of the value, vessel cargo onlyNot assessed on shipments that qualify for informal entry19 CFR 24.24

The minimum decides the fee on any formal entry worth less than about $9,983, and the maximum on any entry worth more than about $193,666. Between the two, the fee is the percentage. A manual formal entry also carries a $4.15 surcharge, which the calculator leaves out.

What changed on 1 October 2026

CBP adjusts these fees for inflation every fiscal year. The percentage did not move. The limits and the fixed fees did.

What it does not include

  • Your classification. The calculator does not know your tariff line. A wrong HTS code gives a precise answer to the wrong question.
  • Additional tariffs you did not enter. They change often and depend on the product and its origin.
  • Antidumping and countervailing duties, excise taxes and other agencies’ fees.
  • The broker’s fee, the bond and the freight. This is the government’s part of the bill only.
  • Anything outside the United States. Other countries value goods and charge fees differently.

Treat the result as an estimate for a quote or a budget. The entry your broker files is what counts.

How software handles it

A calculator answers one shipment once. A forwarder needs the same arithmetic on every file, with the result on the invoice. In Linbis, duty and landed cost are layered per line with the basis stated, and charges advanced for the customer, duty and fees among them, sit on the shipment, so they are re-billed from the record and not rebuilt at month end. Linbis is not a customs broker and does not file entries. It holds the file your broker files from.

Questions people ask

What is the Merchandise Processing Fee in fiscal year 2027?

On a formal entry it is 0.3464 percent of the customs value, with a minimum of $34.58 and a maximum of $670.86 per entry. Those limits apply from 1 October 2026. The rate itself did not change.

What changed on 1 October 2026?

Only the limits and the fixed fees, which CBP adjusts for inflation each fiscal year. The formal-entry minimum went from $33.58 to $34.58 and the maximum from $651.50 to $670.86. The informal-entry fee for an automated entry went from $2.69 to $2.77.

Does the Harbor Maintenance Fee apply to air cargo?

No. It is a port use fee of 0.125 percent on commercial cargo loaded on or unloaded from a commercial vessel at a covered port (19 CFR 24.24). Air cargo does not pay it, and it is not assessed on a shipment that qualifies for informal entry.

Is duty charged on the freight?

Generally not in the United States. Duty is based on the transaction value, the price actually paid or payable for the goods, and CBP’s own example in 19 CFR 152.103 excludes the ocean freight and insurance charge from it. Ask your broker how your invoice terms are treated.

Where do I find my duty rate?

In the Harmonized Tariff Schedule, published by the US International Trade Commission at hts.usitc.gov. Or use the HTS code lookup on this site, which holds the same schedule and sends the rate here. Read the rate in the General column, or the Special column if a trade agreement applies. Then check Chapter 99 and its notes for additional duties: most lines do not flag them.

Does this calculator include Section 301 or Section 232 tariffs?

Only if you enter them. Additional tariffs change often and depend on the product and its origin, so the calculator takes the percentage from you and does not guess one.
